AP Capital Amaravathi Master Plan :

Singapore Government presents the Seed Capital Area (SCA) Master Plan for Andhra Pradesh’s new capital Amaravathi to The Chief Minister Nara Chandra Babu Naidu. In a press conference he said ““The capital is not only for administrative purposes… it should be dynamic and also have economic activity. Singapore prepared the master plan according to what we have in our mind; by and large the master plan is okay.” The SCA Master Plan is for an area of 16.9 sq-kms and would be developed in 5 phases.

• The SCA (Seed Capital Area) is planned for about 3 lakh residents. 7 lakh jobs are to be created in both private and public sectors.
• The SCA (Seed Capital Area) giving more preference to the transport. History Of Andhra Pradesh Capital Amaravathi :
 Amaravati is the planned capital city area of the Indian state of Andhra Pradesh, which was named as Amaravathi. The riverfront capital will be located on the southern banks of the River Krishna and forms a part of Andhra pradesh capital region.The recorded history of Amaravati and nearby Dharanikota dates to 2nd century BCE. It was the capital of Satavahanas who ruled from 2nd century BCE to 3rd century CE. After the decline of Satavahanas, Andhra Ikshvakus and later Pallava kings ruled Krishna river valley. Subsequently, Eastern Chalukyas and Telugu Cholas held sway over the region. Kota Kings were in control of Amaravati during the medieval times. Kota kings were subdued by Kakatiyas in 11th century CE and Amaravati became part of the unified Telugu empire. The Skanda Purana gives a picture of the place and the Siva temple located here.

Japan, Singapore to help develop Andhra      Pradesh’s capital Amaravati

Japan will extend financial assistance and technical expertise to help build Amaravati, Andhra Pradesh’s brand new capital, on the banks of the river Krishna. This will be the first instance of a foreign government coming forward to help build an Indian state capital after the country’s independence.

The announcement came on the day Prime Minister Narendra Modi laid the foundation stone for the new capital at a ceremony which was also attended by K. Chandrashekar Rao, the chief minister of Telangana, which was carved out of Andhra Pradesh last year as India’s 29th state.

Rao and Andhra Pradesh chief minister N. Chandrababu Naidu have been bitter rivals. Rao, who attended the ceremony after Naidu visited his residence to invite him, said he hoped Amaravati would become a world-class city.

Besides Japan, Singapore, which has developed masterplans for Amaravati, has also joined hands with Andhra Pradesh to help develop the newest state capital in the country.

The Japan Bank for International Cooperation (JBIC) and Andhra Pradesh’s finance department signed on Thursday, hours before the foundation ceremony, an in-principle agreement for developing the capital and industry.

Japan will cooperate in the development of industrial clusters, public infrastructure, intelligent transport systems, and a comprehensive energy management system.

The country has also offered to plan and develop transportation and related facilities in the capital region. The Japan International Cooperation Agency (JICA) will offer technical assistance.

“We from Japan understand what great effort it takes to make a new city… All our experience, all our technology and our good wishes are here to help the people of Amaravati make this a beautiful city,” Yosuke Takagi, state minister of Japan’s ministry of economy, trade and industry, said.

“Our wish is to be part of the story from the beginning and we are here with our friendship and our efforts.”

Japan, the only country to suffer a nuclear attack, had to rebuild its cities in the aftermath of World War II and revive its economy.

The world’s third biggest economy will share its technological expertise in rebuilding cities to construct the new capital, Takagi said in a speech translated from Japanese.

“Asia Pacific region has the potential for becoming the growth engine for the entire global economy. This great state of Andhra Pradesh is poised to be the gateway for Asia Pacific and the Indian ocean region,” Takagi said.

Japan and Andhra Pradesh have agreed to set up an investment task force in Japan to fast-track industrial development in the southern Indian state. The task force will include ministers and officials from both countries.

In future, Japan also plans to help develop metro rail networks in the state, including the one proposed for Vijayawada city, according to the terms of the agreement provided by the state government.

Andhra Pradesh is building a capital from scratch as it tries to revive the economy following its bifurcation from Telangana. The state has till 2024 to build its capital before the current joint capital, Hyderabad, is transferred to Telangana.

The commitments of assistance from Japan and Singapore come after efforts by chief minister Naidu to involve the two Asian countries in capital building efforts.

Amaravati will contain nine “cities” within it, Naidu said. The city-zones will house administrative, justice, education, health, hardware and electronics, entertainment, sports and tourism among others.

Seven regional centres and seven development corridors will also come up in the capital region that will have the world’s biggest outer ring road (210 km long).

The Union government, which sanctioned Rs.1,850 crore in three phases for the new capital, will stand by Andhra Pradesh as it builds one of the most modern capitals in India, Modi said.

A rare bonhomie between the chief ministers of Andhra Pradesh and Telangana, N. Chandrababu Naidu and K. Chandrasekhar Rao respectively, was all too evident at the foundation laying ceremony for Amaravati on Thursday.

Setting aside the bitterness between the two, Naidu had personally invited Rao for the event at Uddandarayunipalem village in Guntur district, and the latter reciprocated the gesture by attending it.

The new-found warmth earned wholesome praise from Prime Minister Narendra Modi and Union urban development minister M. Venkaiah Naidu, both of whom stressed on the need for the two states to work together on the path of progress and development. “When I got the invitation for Amaravati, I told (Chandra) Babu that I will definitely come, but when I read in newspapers that Chandrababu went to Telangana Chief Minister’s residence and gave invitation, when I got this information, my joy knew no bounds,” Modi said in his speech, after laying the foundation stone for the new capital Amaravati.

Driving home the point that Telangana and AP should have cordial relations, Modi said both share the “Telugu soul” though they are different states. Rao offered the cooperation of Telangana government and extended greetings of the people in building the capital city of Andhra Pradesh.

The Telangana CM expressed hope that Amaravati would be developed into a world-class capital. On his part, Chandrababu referred to Rao as his friend and appreciated his presence. Rao was the only chief minister (from state other than AP) who attended the event. He also accompanied the Prime Minister as they walked through ‘Amaravati Pavilion’, which showcased evolution of Amaravati, a place of immense historical, mythological and cultural significance, its present and future.

The ruling Telugu Desam Party in Andhra Pradesh and the Telangana Rashtra Samiti in Telangana have been at loggerheads on several issues, including the recent alleged cash-for-vote scandal involving a TDP MLA and defection of some TDP legislators to Telangana Rashtra Samithi in Telangana.

The two states had also engaged in ugly spats on issues, including sharing of river water and electricity, post bifurcation of AP last year.

Amaravati: Amid fanfare, Prime Minister Narendra Modi on Thursday laid the foundation stone of Andhra Pradesh’s new capital Amaravati at Uddandarayunipalem village in Guntur district.

Union ministers M. Venkaiah Naidu, Ashok Gajapathi Raju and Nirmala Sitaraman, Andhra Pradesh and Telangana governor E.S.L. Narasimhan and chief ministers, N. Chandrababu Naidu and K. Chandrasekhar Rao, were among those present on the occasion of ‘shila nyas’ in the village, about 40km from Vijayawada, the commercial hub of Andhra Pradesh.

Modi went around ‘Amaravati Pavilion’, a walk through showcasing evolution of Amaravati, its present and future. Amaravati was once the seat of power of Satavahana rulers. As per a call given by Chandrababu Naidu, soil and water from 16,000 villages in the state and prominent pilgrim centres in the country have been brought to the capital region to be used in the construction of the capital city. The idea is to promote a sense of belongingness among the people, officials said. Singapore government agencies have prepared the master plans for the three-layered capital—seed capital, capital city and capital region.

Naidu is currently holding a day-long meeting with the Singapore delegation in Rajahmundry.

The pictures tweeted by Naidu reveal that the new capital will look like a part of Singapore or Dubai. If things go according to the plan, it will be the most modern city in entire South Asia.

Naidu said Amaravathi would become the best capital city of the 21st century. Referring the city as the People's Capital and hoping to complete its construction at the earliest possible, Naidu said, "The capital is not only for administrative purposes. It should be dynamic and also have economic activity. The master plan provides an easy access to amenities such as schools, healthcare services, shopping malls, markets to make it a people’s capital."

Amaravathi will have lush green cover and plenty water bodies. Singapore agencies Surbana International Consultants and Jurong Consultants have prepared the master plan, as per Naidu's ideas of eco-friendly and smart capital, yet it will be a commercial hub for industries in the areas of agri-business and logistics, IT-enabled Services (ITeS) and pharmaceuticals.

"Singapore prepared the master plan according to what we have in our mind. The plan has laid out the infrastructure for delivering reliable supplies of electricity and water while managing solid waste and sewerage. Amaravati will be an ultra-modern, smart and liveable city," said Naidu.

He has already roped in E Sreedharan, the man behind Delhi metro, to advise him on Vijayawada–Guntur Metro.

The Chief Minister reiterated that the state government will do justice to the farmers who gave their land for the capital region. He also appealed to the Union government for the release of the funds for the new capital city and support for the state in policy and financial matters.
